During the
months-March 1 to September 30, 1913-
the number of separate givers through the
Federation was 4118. They pledged $214,-
363, an increase of 57.5 per cent over their
gifts of the year before on the non-Fed-
eration basis. They also chose three times
as many institutions as under the old basis,
Of the givers, 2063 had not previously
given to any of the federated organiza-
tions. Of the total amount pledged, $39, -
465 was sent without specific designation,
to be distrilbuted at the discretion of the
Federation's trustees.
The substitution of the Federation basis
of giving has altogether removed commis-
sioned solicitors from the federated or-
ganizations. Commissions when the Fed-
eration was organized ranged from 15 to
33 per cent. The total cost of running
the Federation up to October 1, including
a large expenditure for equipment and ex-
traordinary expenditures not contemplated
in later years, was 7.6 per cent. It is hoped
to keep this close to 5 per cent in years to
