The Cleveland Federation for Charity
and Philanthropy is made up of 55 of the
city's strongest charitable activities, en-
dorsed by the Chamber of Commerce Com-
mittee on Benevolent Associations and
acting through a board of thirty Trustees.
Ten Trustees are chosen by the federated
organizations, ten by persons contributing
to the Federation, and ten, representing
the city at large, by the president of the
Chamber of Commerce.
The Federation is not a new charity. It
is a central point for the collection and
distribution of charitable funds and infor-
mation.

Its purpose is to render more

A careful investigation of the problem of
philanthropy in Cleveland. made by the
Chamber of Commerce Committee on Bene-
volent Associations, showed that, in 1909,
only 5,386 contributors gave five dollars or
more to the 73 benevolent organizations in
the city. Moreover, even this amazingly
small number of contributors decreased,
between 1907 and 1909, eleven per cent!
As a result of these important discov-
eries, the Committee worked out plans for
a larger co-operation among the city's
charitable organizations, their givers, and
the citizens in general. These plans were
put into operation on March 1, 1913, as
