LICENSING OF PUBLIC HEALTH OFFICERS
Senate Bill No. 136
An act to provide for the licensing by the State Department of Public Health
officers and agents in cities or towns of 10,000 or more, or a combined group of
towns of 10,000 or more.
Examinations will be given by the State Department of Public Health, but
provision is made that health officers or agents now holding office may continue to
do so without examination.
There are 72 cities and towns over 10,000 in Massachusetts, and 82%% of
the population lives in them.
Public Health is a technical civic problem, and its procedures must be carried
out by a trained personnel. The modern public health program includes:
1. ADMINISTRATION
Vital statistics.
Permits and licenses.
Public health education.
Office routine.
2. SANITATION
Food inspection, especially milk.
Control of nuisances.
Control of dumps and garbage collection.
Isolation and quarantine.
3. LABORATORY
Milk and water analyses.
Diagnostic service for physicians.
4. COMMUNICABLE DISEASE CONTROL
Nursing service.
Tuberculosis, case
finding and follow-up work.
5. CHILD HYGIENE.
Maternity.
Well baby centers.
Pre-school child, child-guidance, dental and summer Round-up programs.
None of this program can be carried out effectively until there is a trained
personnel, with adequate funds and an enlightened public opinion.
