SECTION 69. No person shall erect, occupy or use for a stable any building in a city
whose population exceeds twenty-five thousand unless such use is licensed by the Board of Health
of said city, and, in such case, only to the extent so licensed. The provisions of this section shall
not prevent any such occupation and use which was authorized by law on the fourth day of May
in the year eighteen hundred and ninety-five, to the extent and by the person so authorized, but
the Board of Health of such a city may make such regulations or orders relative to the drainage,
ventilation, number of animals, and the storage and handling of manure in any stable existing
said date in their respective cities as in their judgment the public health requires.
SECTION 70. No person shall, in a city, occupy or use a building for a livery stable or a
stable for taking or keeping horses and carriages for hire or to let within two hundred feet of a
church or meeting house, erected and used for the public worship of God, without the consent in
writing of the religious society or parish worshiping therein
SECTION 71. Whoever violates the provisions of the two preceding sections, or of a
regulation or order made pursuant thereto, shall be punished by a fine of five dollars for each day
such offense continues.

FIRST. The erection of the stable must be begun within sixty days from the date hereof
(if not already erected), and prosecuted to completion in all its appointments with reasonable
dispatch
SECOND. Construction of floor and stalls must be of such material and constructed in
such a manner as to deaden the sound and render premises as noiseless as possible when occupied,
and must be so constructed and drained that no floor excrement or refuse liquids shall flow upon
or into the ground.
THIRD. The receptacle for manure shall be so constructed and ventilated that its contents
shall not cause it to be a nuisance, either within or without the building.
